    LEGAL NOTICE OF ANNUAL BUDGET HEARING/VOTE/SCHOOL BOARD ELECTION

    INDIAN RIVER CENTRAL SCHOOL DISTRICT PHILADELPHIA, NEW YORK 13673 LEGAL NOTICE OF ANNUAL BUDGET HEARING/VOTE/SCHOOL BOARD ELECTION


    NOTICE IS HEREBY GIVEN that an Annual Budget Hearing for inhabitants of the Indian River Central School District at Philadelphia, New York, qualified to vote at school meetings in said district, will be held in the Large Group Instruction (LGI) room located in the High School, Philadelphia, New York, in said district on Thursday, May 8, 2025, at 6:30 PM EDT, for the transaction of such business as is authorized by Education Law. Voting on the 2025-2026 school district budget will be by voting machine and will be conducted on Tuesday, May 20, 2025, between the hours of 11:00 AM and 8:00 PM. Voting upon the appropriation of necessary funds to meet estimated expenditures and on propositions involving the expenditure of money, authorization of reserves, authorizing the levy of taxes, and any other propositions which may properly be placed before the voters, shall take place in the District Office Complex, Philadelphia, New York.

    NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the 2025-2026 school year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the district during the fourteen (14) days immediately preceding the budget hearing, except Saturday, Sunday or holidays, in each building of the Indian River Central School District, Philadelphia, New York, during the hours designated: 9:00 AM to 4:00 PM.

    NOTICE IS ALSO GIVEN that the following proposition will be submitted:

    PROPOSITION FOR CONSTRUCTION OF IMPROVEMENTS AND ADDITIONS TO AND RECONSTRUCTION OF SCHOOL DISTRICT BUILDINGS AND FACILITIES

    Shall the following resolution be adopted, to-wit:

    RESOLVED, that the Board of Education of the Indian River Central School District at Philadelphia, is hereby authorized to construct improvements and additions to and reconstruction of School District buildings and facilities, including original furnishings, machinery, equipment, apparatus, appurtenances, site improvements (including athletic fields and facilities) and incidental improvements and expenses in connection therewith, at a maximum estimated cost of $70,500,000, with $7,500,000 Reserve Fund for Capital (2017) monies to be expended therefor, and that the remaining $63,000,000 of said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.

    NOTE: The School District has determined that the improvements are a “Type I Action” pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, the School District has determined will not result in any significant adverse environmental impacts. SEQRA compliance materials are on file in the office of the School District Clerk where they may be inspected during regular office hours upon appointment.

    NOTICE IS ALSO GIVEN that the following proposition will be submitted:

    NEW CAPITAL RESERVE FUND PROPOSITION

    Shall the following resolution be adopted, to-wit:

    RESOLVED, that the Indian River Central School District at Philadelphia, is hereby authorized to establish a new capital reserve fund pursuant to Section 3651 of the Education Law to be designated 2025 Buildings and Facilities Capital Reserve Fund for the construction of additions to, improvements to, reconstruction and equipping of School District buildings, facilities and athletic fields and tracks, including original furnishings, equipment,

    machinery, apparatus, appurtenances, and site and incidental improvements and expenses in connection therewith, at an ultimate amount of $15,000,000, plus accrued interest and investment earnings, with a probable term of ten (10) years, the source of funding to be surplus dollars and/or legally available funds available to the District when it closes its books every June 30, including the balance of the existing Reserve Fund for Capital (2017) remaining after allocation of $7,500,000 to the proposed new capital project submitted to the voters herewith, if such project be so approved.

    NOTICE IS ALSO GIVEN that petitions nominating candidates for the office of member of the Board of Education are available through, and must be filed with, the Clerk of the District no later than 5:00 PM on Monday, April 21, 2025. The following vacancies are to be filled on the Board of Education:

    1. Five year term, name of incumbent, Robin Johnson 2. Five year term, name of incumbent, William Backus 3. Four year term, name of incumbent, Jennifer Bleam

    Each petition must be directed to the Clerk of the District, must be signed by at least 25 qualified voters of the district, must state the name and address of the candidate.

    NOTICE IS ALSO GIVEN that applications for early or absentee ballots may be obtained between the hours of 8:00 AM and 4:00 PM Monday through Friday, except weekends and holidays from the District Clerk. Applications must be received by the District Clerk no earlier than thirty (30) days before the vote but a least seven (7) days before the date of the vote set forth in this notice if the ballot is to be mailed to the early or absentee voter, and must be received by the District Clerk the day before the date of the vote set forth in this notice if the ballot is to be delivered personally to the voter. The District Clerk must receive executed absentee ballots not later than 5:00 PM on Tuesday, May 20, 2025.

    A list of persons to whom early or absentee ballots have been issued will be available for public inspection in the office of the District Clerk between the hour of 8:00 AM and 4:00 PM on weekdays until the date of election. Any qualified voter may, upon examination of such list, file a written challenge to the qualifications as a voter of any person whose name appears on such list, stating the reasons for such challenge.

    NOTICE IS ALSO GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (315) 642-3441 or cherylmccormick@ircsd.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on April 22, 2025. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.

    NOTICE IS ALSO GIVEN that the qualified voters of the School District shall be entitled to vote per Education Law 2012. Education Law Section 2012 defines a “qualified voter” as being (1) a United States citizen, (2) at least eighteen (18) years of age, (3) a resident of the school district for thirty (30) days immediately preceding the election and (4) not otherwise prohibited from voting under the provisions of Section 5-106 of the Election Law (e.g. a person who has been adjudged to be mentally incompetent).

    National Principals' Day - Thursday, May 1, 2025


    Today is National School Principals’ Day! This day, celebrated annually on May 1st, gives us an opportunity to recognize the hard work, dedication, and leadership of school principals who play a vital role in shaping the educational environment for students, teachers, and communities. Principals manage everything from supporting teachers and engaging with students to handling administrative responsibilities and fostering a positive school culture. The Indian River Central School District is so proud of our building leadership, each of whom contributes so much to our schools, families, and community.     Important 2025-26 UPK Survey Application and Kindergarten Round-Up Reminders



    It's not too late to place your child in the UPK lottery or register for Kindergarten Round-Up!

    Universal Pre-K: The initial lottery draw for Universal Pre-K placement for the 2025-26 school year will take place May 1, 2025! If your child resides in the Indian River Central School District and will be 4 years of age on or before December 1, 2025, they are eligible to participate in our full-day Universal Pre-Kindergarten program at Antwerp, Calcium, Evans Mills, Philadelphia, or Theresa Primary Schools or our half-day UPK program at Calcium Primary.

    Kindergarten Round-Up: It's time for Kindergarten Round-Up! Do you live in or around the surrounding communities of Antwerp, Calcium, Evans Mills, Philadelphia, Theresa, or Indian River Central-designated areas of Fort Drum? Will your child turn 5 years old on or before December 1, 2025? Visit our Student Registration page on ircsd.org to access the Online Pre-Registration system and ensure your child is included in appointments at one of IRCSD's K-3 Primary buildings!

    Indian River Schools Celebrate Purple Up Day during Month of the Military Child


    Indian River Central School District celebrated Month of the Military Child with three events honoring children of service members and commemorating “Purple Up Day,” an annual event celebrated in the middle of the month to honor and support military children and their families.

    On Tuesday, April 15, more than 70 soldiers from Fort Drum lined the sidewalk outside Calcium Primary School to welcome students as they got off the bus. Calcium students received purple leis in honor of Purple Up Day. Service members and their families enjoyed a special moment together before the children went into school for the day. Afterward, the service members went inside for a light breakfast and encouraging words from IRCSD Superintendent Troy Decker.

    “You’ve got our backs wherever you happen to be, domestically or across the globe in some fashion,” Decker said in his remarks. “While you’re doing that, we’ve got your back right here with your kids.”

    Also on Tuesday, Theresa Primary School invited service members with children attending the school for a lunchtime Purple Up event that included coloring and activities, purple cookies, and a short video of students describing why they love being a military kid. Theresa Principal Brenda Leddy led the event with a thanks to families and celebration of their military families.

    Antwerp Primary School held a special surprise for its students on Thursday, April 17. A Blackhawk helicopter flew past classroom windows and landed in the playground field. Piloted by the father of Antwerp second-grader Ian, the helicopter was open for students to climb inside, and the crew answered questions about the aircraft, their missions, and the best parts of being an Army aviator.

    The Month of the Military Child events at IRCSD provided many meaningful moments of gratitude and celebration for military students, their families, and everyone in the community. The recognition highlighted the district’s appreciation for military families and the unique role their children play in the community.

    Spring Recess: No School April 18-25, 2025


    As a reminder to the IRCSD Community, the schools of the Indian River Central School District will be closed from April 18-25, 2025 for our Spring Recess. Classes will resume on Monday, April 28, 2025.


    We hope that everyone is able to take advantage of this well-deserved break to relax, recharge, and spend quality time with family and friends. The last few weeks have been a whirlwind of energy and activity in academics, athletics, and the arts. Spring Recess certainly provides a much-needed breather before we begin the final push to the end of the school year!


    We have had opportunities recently to express our appreciation for our military families and the instructional and support staff who contribute to the smooth operation of our District. As we look forward to the rest of the academic year, we will continue to celebrate and honor additional IRCSD community members, including our administrative professionals, bus drivers, and teachers, each of whom are a critical part of ensuring student success.


    In the coming weeks, look for further information about our upcoming Capital Campaign, School Budget Vote, and Board of Education election. All serve as opportunities for you to support our District as we continue to build a learning environment for all that nurtures growth, inspires excellence, and reflects the strength and spirit of the #IRWolfPack. We are deeply grateful for your continued partnership, time, and input, and we look forward to your support.


    We want to express our best wishes for a safe and enjoyable Spring Recess. We will welcome our students back on April 28th, and we hope that everyone returns rested, reinvigorated, and ready to finish the school year #IRStrong!

    Get Ready to Tee Off at the IR Backpack Golf Tournament on June 21st!


    Get ready to tee off at the annual IR Backpack Golf Tournament on Saturday, June 21st starting at 9:00AM at Willowbrook Golf Course! Join us for a day of fun and friendly competition on the greens as we raise funds for the Indian River Backpack Program.

    Registration for this tournament is $60, which includes Golf, Cart, and Lunch. Additional costs include Mulligans, Skins, Snack Cart, and Raffles hosted by staff, family, and friends of IR. The format for this tournament is Captain and Crew.
